I'm building VIM from tag 8.0.0022 with this conf:

    Probably not the source of the problem but -enable-perlinterp and -with-tlib=ncursesw have one - (not two) which seems like an error to me Commented Oct 5, 2016 at 13:49

That trailing part of linking command is related to TCL interpreter:

$ grep ieee /usr/lib64/tclConfig.sh
TCL_LIBS='-ldl -lz  -lpthread -lieee -lm'

whose option causing it?

It's --enable-tclinterp. If you want to keep it, try finding and installing development version of libieee for your distribution.


P.S. You still have an error in the command (took comment too literally), last lines should be like this:

--enable-cscope \
--with-tlib=ncursesw \
--prefix=/usr
