I am talking about the help window that opens when you first do :help . Read the first screen (and you may need to scroll down a bit) there will be a new entry to :help notation after the line that currently reads: See help-summary for more contexts and explanation

Not sure. help.txt is the main entry to the help system, it will be there after :h if you just scroll down the page a bit. That is as early as I can think of
